Rowley Conservation Commission Issues Gateway Completion Certificate, Advances Duplex Permit

ROWLEY — January 3, 2019 — Rowley Conservation Commission issues completion certificate for Gateway industrial project and advances duplex amendment. The commission voted unanimously at its January 3 meeting to issue a certificate of completion for Stormwater Management Permit No. 18-2016 covering the Gateway 2 Trust of 1997 project at 414 Haverhill Street, finding all conditions met including invasive species control and wetland replication. A separate request to amend Order of Conditions DEP No. 63-0625 for the Tompkins DeGyrus Trust on Daniels Road was continued to January 22 pending receipt of electronic documents and a revised operations and maintenance plan for peer review by Horsley Witten. Conservation Agent Brent Lees flagged that the commission's application fee schedule has been embedded in its wetlands bylaw without revision since the Attorney General approved it in January 2004, and secured volunteers from the commission — including Commissioner Kirk Turner — to help draft updated language for a future Town Meeting. Commissioners also expressed frustration over the Select Board's unanimous rejection of the commission's pro-hunting recommendation, and noted that a $43,000 revenue consideration drove the Select Board's separate decision on a solar facility sited on conservation land.
