Rowley Conservation Commission advances Emily Lane wetlands project, continues hearing to February

ROWLEY — January 23, 2019 — Rowley Conservation Commission advances a complex wetlands case on Emily Lane and clears a Fannie Mae debris violation in one sitting. The commission voted unanimously to continue to February 12 a Notice of Intent filed by Bruce Tompkins, trustee of the Tompkins DeJardis Trust, for a proposed single-family residence and woods road relocation on a 152-acre parcel off Daniels Road, after Conservation Agent Brent Baislack told the board that a stream crossing permitted as temporary in 2005 "is not temporary by anyone's standards" and must be removed before a new order of conditions can issue. Revised plans show the relocation would cut wetland resource area impact at the crossing from 613 square feet to 151 square feet and eliminate all 184 square feet of stream bed impact. The board also unanimously issued a certificate of compliance for a separate 2005 order covering a water flow control device in the historic ice pond berm on the same property. At 176 Central Street, the commission declined to issue a partial certificate of completion for one of six new homes in the Rowley Central Realty LLC development after Baislack documented failed erosion controls and an unverified stormwater basin berm, instead voting to continue that item. On a positive note, the commission unanimously closed a solid-waste violation at 5 Farnham Road after Fannie Mae dispatched field service crews to remove dumped debris, including a rotted play set, from the buffer zone within 48 hours of receiving notice.
