Rowley Conservation Commission Backs 24-Acre Open Space Donation Near Kathleen Circle

ROWLEY -- November 14, 2018, Rowley Conservation Commission votes to support nearly 24-acre open space donation and approves athletic field near Pine Grove School. At its November 14 meeting, the commission voted unanimously to express support for receiving a 23.9-acre parcel proposed for donation by Gateway 2 Realty Trust, represented by attorney Nancy McCann and trustee John Coughlin, pending a zone change vote expected at a special town meeting in January 2019; the parcel would connect two conservation holdings already owned by the town. The commission also issued an order of conditions, with one abstention, for a town-initiated athletic field project at 215 and 221 Rear Main Street that would create a little league field and soccer area near Pine Grove School, incorporating invasive species removal, a biennial mowing allowance, and chain-link fencing along the property boundary. Two emergency certifications were confirmed for beaver-related flooding: one authorizing temporary dam breaching at 532 Wethersfield Street on Deborah Rossi's property, and a second allowing the highway department to clear debris from the nearly sealed sluiceway at the Lower Mill Pond Dam on Dodge Road, a privately owned structure whose heirs authorized the work.
